The firm is specifically dedicated to the provision of solicitations and other purchasing services for public agencies.

Lloyd Rain Associates is a sole proprietorship owned and operated by myself, Lloyd Rain.

I complete most assignments myself. Whenever I receive an assignment which is beyond my expertise, I retain the appropriate associates to perform the work (and, of course, I remain responsible for the totality of the assignment).

Typically, I retain consultants where architecture, engineering, complex project scheduling and construction specification writing (technical specs only) are involved.

Director of Purchasing Services: Administer all purchasing and materials functions; make Board of Education presentations on major procurement and policy matters; ensure that all procurement is legal, ethical and timely (see NAEB “Best In Class” ).

Housing Authority and Community Service Agency of Lane County
Eugene, Oregon 1984-1989

Contract Administrator: Administer all construction, modernization and maintenance contracts, plan and supervise the work of construction and modernization crews; manage personnel, purchasing, computerization, federal compliance, grant administration; establish and administer all preventive maintenance — all for this 1,000+ unit agency.

ODC Inc. (Joint Venture of Oak Industries and Dow Corning)
Atlanta, Georgia 1980-1984

Director of Engineering: Administer all engineering, prefabrication and installation of the chemical coating operations and prefabricated structures including an internal staff of over 50 and numerous field crews.

Vice President Technical (Irvin Industrial Construction Corporation); Manager of Engineering (Structures Division): Manage design, engineering and installation of prefabricated structures in both domestic and foreign operations (Iran, Saudi Arabia, Italy, field office in Cyprus); coordinate domestic and international installations, support sales staff with engineering proposals worldwide.
