Many times, a solicitation process can be most effectively administered by an independent consultant — especially when one or more of the following challenges are present:

  • Looming deadlines
  • Lack of staff capability
  • High degree of complexity
  • Extensive research required
  • Conflicts on methodology or territory
  • Entrepreneurial projects with new challenges
  • Internal sensitivity to, say, outsourcing or restructuring

These and other conditions suggest that solicitations completed, published and evaluated by an independent contractor, can be the most effective method of source selection.
